A lot of times people complain that they can't find anyone to write with. Yet their friends list has 5-25 people that aren't super active, or their profile has nothing but complaints and rants with no writing samples. There is a ton of writing going on here, at all hours of the day and night. Admins see it, most users don't. However, there are ways.

By reading other people's work, you can see more of how things work here, as well as have the chance to meet other people that are writing. Understand that most group writers have rules for how to interact outside of the group on the group accounts. That's okay though! Say hello, be friendly, read and "like" things you find interesting. Those group members almost always have an indie account or two. Being courteous and showing that you appreciate their writing is a way to discover other accounts, other stories.

Send friend requests to people whose writing seems like it might click with your own. Write your own public blogs, so people can do the same for you.

You can narrow down your search by trying certain names like Salvatore to find Vampire Diaries players, Stark or Rogers for Marvel, etc. You can search for males or females, for certain ages. Clicking "Advanced Filters", you can search by sexuality, species, interests, and details. The list has been revamped to show by Last Login, so the users that show up first are the ones that have most recently logged on.
Once you have a biography worked up, have added some information to your Info sections, and have posted a public blog or two, try posting in a few advertising groups. Will you get a ton of responses? Likely not, but that doesn't mean give up. It means tweak what you're posting. Include some interesting information about your character. Add some of your personality into the post. Don't post "single and looking" or "add me up". That's boring. Bring your character to life in your advertisement so people want to send a request and get to know you better.
Many come here to ask where they can find writing partners or groups that fit their interest. The Helpdesk really isn't the place for that. However, since so many keep asking, we figured we would set up an "official" blog for you.
